my italian is in a fledgling state - i don't intend for it to stay that way - i ran the article thru Googles autoamtic translation and I think from the gobbliegookenglish that resulted that it is saying that it will be a long time before it is implemented eg 2008 and this will depend on election results too.

Did I understand correctly?
