I can accept the 'cheap rate' postage for printed matter argument. But surely with 'identity' and financial content it should be the insurance company that needs a kick in the proverbial?

It is they, IMHO, who should not send such documents in this manner. Done solely so they can save a few cents on every letter while possibly allowing an individauls privacy rights to be broken.
