I'm with Carole and Pamela on this. I'd be horrified to find that an insurance company had posted my documents in a form that was deemed to be openable for inspection. What reason would the post office have to inspect such an envelope anyway? To see that no personal notes were included that would have warranted a charge of a few more cents? The manpower & time wasted in the process goes against the idea of offering a "printed matter" service in the first place. It's nutty.
