The labour union CISL will prepare income tax returns, ICI, etc at low cost. For ICI they charge 10 euro (I had them do it the first time because I had some sanzioni (I didn't know about ICI until 5 years after house purchase
). Now I compute ICI myself for free). They have offices in practically every comune in Italy.
