Default How is the Sq. mtrs of a property measured?

I'd like to know exactly how the official square metres of a property is measured when people are talking about the size of a house/appartment.
Do they mean just living areas or including balconies or including garage or including hallways???.

For example:
1. I keep seeing the average price/quotes for building is approx. 1,000 euros per square metre or whatever (this figure clearly varies substantially). Does this include balcony/portico/garage areas.

2. ICI, I believe, is calculated on the basis of liveable rooms and at least in my area if you have 4 store rooms not used for any living purpose, they are added up and considered as 1 extra liveable room. (I also understand that when I build a proper brick entrance from the road, I have pay a tax and the wider it is the more I have to pay).

3. When someone in Italy asks me how big my house is, do I give the total area including balconies, portico, garage and hallways or just living areas?. I'm never sure what to say.

In the UK of course, most people just give the number of bedrooms and bathrooms and weather its a terrace, semi or detached.

This has always confused me.
