In Canada you measure from the middle of the exterior walls. I bet the US is the same.
It leads to complaints from people that have bought small condos not knowing that the square footage they bought isn't really living space.Throw all the other "wasted" space [closets,halls etc] and what sounded like enough ends up being tiny.
Just one more good reason to see anything you buy first. Which is pretty hard if nobody builds spec anymore.
