unbecoming behaviours by real estate agents

Hello,
I am an estate agent, my business areas are the provinces of Brindisi and Lecce, in the Puglia region.
During my activity and tanks to the complaints sent to this forum, I have acquainted with unbecoming behaviours by some estate agents (or self-styled estate agents).
Here are some advices:
1) The true estate agent is in possession of a registration number in the Register of the estate agents kept by the Chamber of Commerce which has a proper seat in every province of Italy, therefore in order to exercise the activity is not enough the registration in the book of the enterprises nor the “PARTITA IVA” (VAT book-keeping registration number).
2) If the estate agent does not ask to the purchaser the payment of his commission, certainly it is hidden in the price that the purchaser is paying to the seller.
3) The purchaser and the seller have the obligation to let the notary public, who is stipulating the bill of sale, know the identity of the estate agent and his due commission.
4) When the estate agent receives the payment of his commission he has the duty of handing over the invoice of his mediation to the purchaser and the seller (they are obliged to ask it for).
All these rules (except #2 which depends according agreement between the two parts) are established by the Italian law: hence the estate agent who is not complying with, is a swindler.
Moreover there are some web sites which are run apparently by estate agents but, in reality, they are fake estate agents, therefore distrust them.
At the present time I am gathering some useful informations in order to report these crooks to competent authorities.
Whoever is within the cognizance of such improper or illegal behaviours, wish advices or explanations, can send me a private message.
