Paul, hi , Much has been said about geometras on this forum, but it would be helpful not to tar them all with the same brush, perhaps you have had a bad experience, ours has only been positive. Now if you want to talk about builders I might have a different view point, and I appreciate in a different country without perhaps a full command of the language it is more frustrating. So there are good builders and bad builders and people who feel their geometras have let them down, but to say they are greedy as a generalisation is a tad unfair maybe.Oh and with the help of our geometra we ended up with an excellent builder.

It sounds like you have done manutenzione straordinaria without waiting for the nulla osta from the comune. techincally you should inform the mayor who has 30 days to object. If you hear nothing you can go ahead. If on the other hand it was manutenzione ordinaria you need no permission. I would claim that felting the roof is ordinaria... its likely that you have problems with the removal of the chimney.

to put in new felt under coppi and to remove a chimney is what we call "manutenzione straordinaria". 30 days before you could start with these kind of works it's mandatory to submit a "DIA", if your house is in a "protected zone" you should apply also for a "autorizzazione paesaggistica" so, probably you made something wrong and you'll have to call a geometra/architecht/engineer to solve this problem....and you'll be ask to pay a "administrative sanction".

I think you have not to be worried about it. You only repaired the roof of your home. Take care.
