Rumour about Berlosconi

I've heard a rumour from an Italian friend of mine that Berlosconi has introduced legislation to enable people that have bought a second home in Italy to get their property tax reimbursed. I think this applies to people buying houses now.

Does anyone know about this? Please let me know - I bought an apartment in Italy 18 months ago.
