When we lived in Rome 7 years ago with a baby literally a few weeks old and a 3 year old there were plenty of English speaking playgroups around, usually voluntary and associated with coffee mornings hosted in someone's house. I am sure this will still be the case. Most were organised through work based groups ie wives of husbands who worked together got together every so often or mothers meeting in the playground of the numerous international schools. Italian speaking groups tended to be more formal ie were run as a private nursry and could be quite expensive. I think all of my contacts have now moved on and if not their children will be well past playgroup age. Contact the Benvenuto club, a group for English speaking ladies that meets up once a month, they also organise other activities including activities for children. I am sure if you 'google' them the website will appear, there is also the EYP, the English Yellow Pages. As for having a car, even with a pushchair I often found it easier and much cheaper to travel on public transport. Parking can be a complete nightmare and you often end up parking well away from your final destination!
