The new government has been bringing in various changes on residency. I think in the security package. With the changes I'm not sure what happened or was possible years ago really matters.

Incidentally, I've still no information on assicurazione volontariato, so I'm wondering how RAM managed it.

Seems redundant for us extracomunitari. To get residenza we must have a permesso di soggiorno, and to get the pds we must meet income/work requirements.

Have you been into your ASL office and asked them? Without taking no for an answer? Offering them money? In my opinion Ram is giving correct advice. You could try (if you still have a current PdS) waving this at them, it might help because then they should be able to ignore the fact that you are EU and treat you as favourably as an Albanian would be treated!

Basically I think the end will be pretty similar. No permesso but otherwise similar.

They have to set up the same rules for all EU citizens. So when the Lega pushes for these things it'll end up hitting groups they never thought of.

By the way I have live in Italy for four years we have 3 children that are all on the italian health care system at no cost to us.

this is the first time i've posted a question on this forum so sorry if i'm getting it wrong, your reply to the earlier question seems very full and comprehensive so clearly you are well informemed. I have just one question, as it appears that gernerally in the EU residency permits are a thing of the past, does one actually need such a document ( if it can in fact be obtained ) just to live in Italy? I speak as an EU ( British ) citizen.

health care here is a knotty problem and depends on individual circumstances, you cannot blanket it with the statement that you have a "right " to it as a EU member, you may have an E106 which entitles you to possibly 2/3 years of care, or you may work and pay into the state scheme, or you may need to take out a private health care policy. Or I believe that after five years of residency here you may if retired qualify (plse correct me if I am wrong).
I think that, it needs to be seen that you are not a burden to the health system here without having any back up. We did have the PDS plus the 106 which covered us but I must stress that everyones situation is different, and I would think more than twice before upsetting everyone and consulting a lawyer, but am afraid cannot suggest who may help, hope someone else on the forum can.
